On public property, panhandlers are able to solicit, annoy, and sometimes intimidate. Recently a gang of scum and thugs attacked decent citizens walking down Denver’s 16th Street Mall. Let’s privatize the entire mall, selling it to the Downtown Denver Partnership. The new owners could then ban the panhandlers, drug users, alcoholics, thugs and scum who endanger and annoy decent citizens. Both police and private security would have the authority to keep undesirables off the mall if it is private property.
