SDMC rejects appointment of Delhi CM Arvind Kejriwal’s choice in CVO post

The SDMC rejected Delhi Government's order to appoint B R Meena, after the AAP government had refused to accept the Union Home Ministry's appointment of Mangesh Kashyap as CVO of the SDMC.

Another tug-of-war between AAP dispensation and BJP-controlled MCDs (Municipal Cooperation of Delhi) is on the cards with the South Delhi Municial Cooperation (SDMC) rejecting Delhi Government’s order to appoint B R Meena as Chief Vigilance Officer (CVO) of the civic body.

The AAP government had earlier refused to accept the order of Union Home Ministry appointing Mangesh Kashyap (DANIPS 1995 batch) as the CVO of the SDMC.

Kashyap was the civic body’s choice for the post while Arvind Kejriwal government had proposed the appointment of Meena, a 1997-batch IPS officer.

“The name of Bhajani Ram Meena recommended by the Delhi Government was rejected by the Appointment & Promotion Committee as the approval of Chief Vigilance Commissioner (CVC) was not obtained for his appointment,” said Ram Pal Yadav, Chairman of the committee.

Last week, the Kejriwal government had issued a note to the Commissioner of South MCD stating that it was seeking clearance of the CVC on the appointment of Meena to the post. However, Meena’s name did not figure in the civic body’s list. Kashyap’s name was proposed in the list of SDMC for the post of CVO.

On June 7, the MHA ordered the appointment of DANIPS officer Kashyap as the CVO of the SDMC.

In an office memorandum, Director (Services) AV Dharma Reddy said, “The undersigned is directed to convey the
approval of the Competent Authority for appointing of Shri Mangesh Kashyap, DANIPS, presently in Delhi Police, as the Chief Vigilance Officer in South Delhi Municipal Corporation for a period of three years extendable by another two years with specific concurrence of the Central Vigilance Commission. You are requested to issue appropriate order/notification.”

As per the laid down procedure, the Ministry of Home Affairs clears the name of the CVO, but appointment is notified by the Delhi Government. The final clearance for this post is given by the Mayor and the SDMC appointment committee.

The BJP-ruled civic bodies and the Kejriwal government have been loggerheads over issues like payment of funds.

The AAP government has accused the civic bodies of indulging in corruption why the MCDs have alleged that they were being denied their due funds.
