MLAs raise issues of public importance during Zero Hour

SRINAGAR, June 23: Various members raised different issues of public importance during Zero Hour in Legislative Assembly today.
M. Y. Tarigami stressed on the need to amend Rehabilitation Policy for people who had crossed over to Pakistan occupied Kashmir. He also suggested that Nepal route should be legalized for return back of such people.
He also urged the Government that the pay anomaly issue of Government employees should also be resolved on priority.
Ranbir Singh Pathania suggested the Government to let the Jammu youth be presented before a Medical Board to know whether he is a lunatic or normal. Bashir Ahmad Dar demanded that Government should come with a version and exercise its discretion in a proper way.
Choudhary Mohammed Akram raised the issue of promotion of teachers in his constituency. He alleged that some teachers were promoted and adjusted on pick and choose basis, which needs to be looked into.
Mohammed Yousuf Bhat raised the issue of drowning of a youth in Talwara, Reasi. He demanded that steps should be taken for immediate retrieval of body from the water body.
Ali Mohammed Sagar raised the issue of shortage of sugar in his constituency. He urged the Government to provide adequate ration to people particularly during the month of Ramazan. He also raised the issue of slow pace of work on Dastgeer Saheb Shrine and demanded R&B to take over the project from JKPCC.
Usman Abdul Majid raised the issue of deteriorated condition of Sonarwani-Bandipora-Sumbal road. He urged that Beacon authorities should be made accountable to complete the road at the earliest for convenience of commuters.
Neelam Kumar Langeh said that people of Ramban are facing immense difficulties during their treatment as the main and other hospitals lack the diagnostic facility like CT Scans etc. He demanded that CT Scan machine be installed in the hospitals.
Rajiv Jasrotia suggested the Government to take up the matter with the Punjab Government to ensure adequate power supply to the State.
Nawang Rigzin Jora urged the Government to sanction the projects meant for restoration of flood damaged bunds of Leh Nallah to avoid further damages. He also demanded for resolving of pay anomaly of Government employees on priority basis.
Mohammed Ashraf Mir, Syed Mohammed Altaf Bukhari and Shamim Firdous raised the issue of increasing number of dogs in Srinagar that is threatening the life of people particularly children and women. They suggested for revival of dog sterilization programme and other measures to control the dog menace.
Gulzar Ahmad Wani raised the issue of scarcity of drinking water in many areas of his constituency. He asked the Government to provide adequate water supply to people particularly during the holy month of Ramazan.
Davinder Kumar Manyal demanded for extension of date for admissions in Government Degree College Samba, as many students couldn’t fill the form due to snapping of internet in Jammu recently.
Abdul Rahim Rather demanded for providing of compensation to the flood victims whose lands were washed away due to 2014 floods in Kokernag.
Abdul Majid Larmi demanded for installation of hand pumps to minimize the water scarcity in his constituency.
Pawan Kumar Gupta demanded upgradation of road network in Udhampur besides urged for ensuring adequate transport facilities to all remote areas in his constituency.
Vikar Rasool Wani raised the issue of slow pace of work on various road projects under PMGSY in Banihal. He demanded for release of adequate funds for completion of the ongoing road projects in the area and suggested that the contractors who leave the work midway should be blacklisted.
Syed Aga Ruhullah Mehdi raised the issue of illegal extraction of earth from Karewas in his constituency. He said that a land mafia is active in the area and they are destroying orchards and Karewas by illegally extracting the earth. He asked Government to stop the illegal activity of earth extraction.
Rajiv Sharma raised the issue of slow pace of construction work on Mini Secretariat in Akhnoor. He said that till date only Rs 1.5 crore has been released out of total estimated cost of Rs 9 crore. He demanded for immediate release of funds for time bound completion of Mini Secretariat complex.
Mohammed Khali Bandh demanded for expediting the construction work on ongoing Water Supply Schemes (WSSs) including Kulpora, Gadhanjipora, Palpora Astanpora, Mibagh Dogans, Bulbagh Hajipora, Planpora Naina, Trich and Malangpora.
Mubarak Gul raised the issue of Achan Dumping site where people are protesting against the unscientific way of dumping of garbage. He said that people are suffering and Government has to take action in this regard to address the concerns of people.
He also demanded that some shopkeepers whose shops were demolished for construction of Jehangir Chowk Flyover have not been rehabilitated till date. He asked the Government to provide them alternate shops.
G. M. Saroori said that Doda and Kishtwar districts particularly Balasa area are facing electricity shortage and urged the Government to address the issue.
Daleep Singh Parihar said that Government had recently regularized 288 Daily Wagers out of 360 in Bhaderwah. He demanded an enquiry into the mode of regularization as 72 Daily Wagers were excluded due to unknown reasons.
Aijaz Ahmad Mir called for registering the Martial Art game so that distinguished sportspersons in this sport are able to avail the benefit of reservations.
Mohammad Akbar Lone demanded for speeding up of ongoing construction work on Water Supply Scheme Zalipora Nowgam Sonawari.
Mushtaq Ahmad Shah pleaded for providing adequate drinking water facility in remote areas of Tral. He urged that Government should take immediate steps to redress the scarcity of drinking water facility in the area.
Asgar Ali Karbalie raised the issue of poor mobile connectivity in Kargil and urged the Government to take up the matter with BSNL authorities.
Jewan Lal and Shah Mohammad Tantray demanded for filling up of vacant posts of Medicos in all health institutions of their respective constituencies.
Altaf Ahmad Wani demanded for removal of pay anomaly among Clerical Cadre, Doctors, Engineers and Police personnel. He also suggested for implementation of recommendations of 7th Pay Commission in the state.
Deldan Namgial demanded for improvement and upgradation of basic amenities in Nubra constituency. He pleaded for setting up of new educational institutions, health centres besides upgradation of road connectivity in far-off areas of his constituency.
Shakti Raj Parihar demanded for adequate provision of funds for maintenance of roads and clearing of liabilities of the contractors. He urged for time bound completion of road projects in his constituency taken up under PMGSY.
Sheikh Ishfaq Jabbar demanded time bound completion of construction of complexes of Central University, Ganderbal besides urging the authorities to remove encroachment from university land.
Rajesh Gupta urged the Government to execute Rs 8 crore project for development of Nallahs in Jammu City. He said that the Detailed Project Reports (DPRs) of the projects have already been submitted to Government.
Aijaz Ahmad Mir raised the issue of vacant posts of Headmasters and Masters in number of educational institutes in Wachi. He urged the Government to fill up the vacant posts so that students do not suffer.
Dr. Gagan Bhagat demanded for upgradation of infrastructure at Nari Nikatan and Bal Ashram centres in his constituency.
