It is incredible that his nexus with the Bihar School Examination Board officials and politicians was so well oiled that he managed to run colleges that did not even have a building.

One of the degree college of Baccha Rai happens to be in Patepur block in Vaishali district by the name Siyawati Lalmuni Kuldeep Degree College.

India Today, during its investigation, reached Patepur to find out the veracity of this college. Remember, it is by opening such fake colleges that Baccha was extracting crore of money from the Bihar govt in name of funds for unaided institutes on none hand and from students on the other.

NO BUILDING NEEDED FOR A SCHOOL?

There was a college that was existing on the ground but without a building. There was a small under-construction building in Patepur on which work started in 2011 but stopped within six months, leaving an affiliated college without a building. It may be noted that like his other fake degree college in Lalganj, this college too was having affiliation from Bhim Rao Ambedkar Bihar University in Muzaffarpur.

Locals in Patepur disclosed that Baccha Rai started this college in 2011 but work was discontinued soon.

Pappu Singh, a local said, "No class takes place and all this is fraud here. There is no teacher here, no lab, nothing. Only in papers this college exist. Students come here to become toppers."

0 BUILDING BUT FULL MARKS

Another local Ajay Kumar said, "There is a place in the market where a person sits with a table and chair during admission season and takes admission. From last three years this building is under construction. Nobody comes here to see this building. There is nothing here, how will class take place?"

But the mastermind of the scam, Baccha Rai has always maintained that he was involved in education to provide free education to children and saw this as a social service. He also disclosed that he owned 22 education institutes in Bihar and Jharkhand alone.

Before being arrested and sent to jail, Baccha Rai had said, "In Vaishali I have given all facilities for students to study from nursery to graduation. In Bihar and Jharkhand alone I am running 22 colleges to provide good educational facility. The facilities I am providing to the students is free of cost. On 60% seats I provide free education. I am providing free education to those students who cannot carry on with their study because of poverty."

On the other hand, the SIT team yesterday conducted a raid at one of Baccha Rai's houses and stumbled upon jewellery worth almost Rs 20 lacs which was hidden in a haystack.

Interestingly, the mother of Baccha Rai was trying to shift the jewellery the haystack to another place when the police reached the spot and seized the booty.
