Take steps to curb custodial deaths, DGP tells cops

According to police sources, the communication was marked to all the commissioners of police, inspector generals of police and superintendents of police.

Keeping in mind an increasing number of custodial deaths, DGP Pravin Dixit has issued fresh directives to curb the same. In a written communication to all IPS officers, Dixit said that analysis of custodial death incidents shows that most of these deaths occur not because of torture by policemen, but due to total negligence by staff in adopting laid-down procedures at police stations. Dixit also communicated measures that can curb custodial death cases and asked the force to comply with them. One such measure is to make sure that the CCTV cameras installed in all police stations are functioning.

According to police sources, the communication was marked to all the commissioners of police, inspector generals of police and superintendents of police. "At midnight on Saturday, there was one more addition to the list of custodial deaths in Maharashtra. An analysis of these instances reveals that most of these deaths occur due to total negligence in adopting laid-down procedures by staff at police station and not because of torture by policemen," the communication stated.

Rakesh Mendhe (32) had been nabbed by the police on charges of stealing a bag from a hospital. On Saturday night, he went to the toilet of Sitabuldi police station and committed suicide by hanging himself, using his shirt.

The communication further mentioned that in all property offences, whenever the public catches and hands over anybody to police stations as an accused, the said person should be taken straight to hospital for a medical examination. "For registering the offence, you do not need the presence of the accused. Secondly, physically check all toilets to make sure these have only half doors that cannot be bolted from inside. If that is not the case, get it done immediately. Do not keep the accused unattended outside the lock-up even for a minute. Ensure all staff under you is repeatedly briefed about these guidelines and make sure the CCTV cameras installed in all police stations are functioning and attended," the communication concluded.
