Chandigarh: Already facing sedition charges, ex-MLA and BJP leader Roshan Lal Arya has been arrested in a case of cheating related to grant of change of land use (CLU) permission during the previous Bhupinder Singh Hooda-led Congress regime in Haryana.
Arya allegedly took Rs 30 lakh from a Delhi resident to get a CLU licence about three years back but failed to keep his promise.
During Hooda regime, he was chairman of Haryana Seed Development Corporation (HSDC) from 2006 to 2008. A former Congress leader, Arya had joined BJP before the 2009 state assembly polls.
Sources said Haryana Police took Arya, MLA from Chhachhrauli assembly segment from 1982 to 1987, into custody at Jaipur airport in Rajasthan on Thursday late night. He was produced before Yamunanagar's chief judicial magistrate Sunil Jindal on Friday, who sent him to police remand of three days for recovery of the amount and his interrogation.
On the complaint of New Delhi-resident Vishal Aggarwal, an FIR was registered against Arya under sections 406 (criminal breach of trust) and 420 (cheating) at city police station of Yamunanagar on April 26. Arya had allegedly taken money to get issued a CLU licence for Aggarwal's land situated in Sector 57 of Gurgaon. In the complaint, Aggarwal alleged that Arya not only failed to get CLU mod but also started threatening them.
However, Arya told the mediapersons in Yamunanagar's court complex that he was being harassed for raising voice for the poor and deprived people of the state.
About a month back the police had lodged an FIR against him under sections 124 A (sedition) and 153 A (promoting enmity between different groups and doing acts prejudicial to maintenance of harmony in connection with his speech in a public meeting held at Firojpur Jhirka (Mewat).
Earlier in March, the police in Kaithal had lodged an FIR against Arya for his alleged derogatory remarks against jat community. However, Punjab and Haryana high court had stayed his arrest. Sources say one more FIR under sedition charges has been registered against him in Rewari in which he had been granted anticipatory bail from the HC.
