ISLAMABAD: Justice Qazi Faez Esa has said that National Consolidated Fund (NCF) is the money collected from people through taxes and the national kitty is not someone’s personal property. He said, “The government is bypassing the parliament. Billions of rupees of the Kissan Package have been released without any legal authority. Who will return these billions of rupees if the parliament does not approve the supplementary grant?” he asked. A two-member bench of the Supreme Court (SC) presided over by Justice Ejaz Afzal Khan took up the Kissan Package case for hearing on Wednesday. Justice Esa asked Attorney General Ashtar Ausaf Ali, “Is the Kissan Package legal and constitutional?” Ali said, “The Kissan Package is constitutional. The government is authorised to release funds. As per law, the expenses incurred in excess of budgetary allocations are got approved from the parliament through a supplementary grant.” Justice Esa said, “Billions of rupees of the Kissan Package have been released without any legal approval. The government should seek approval for the Kissan Package before spending the money. If the parliament does not accord approval to the supplementary grant then who will return the amount of billions of rupees.
