Govt’s move to reorganise districts lacks transparency: CPI(M)

CPI(M) Telangana State secretary Tammineni Veerabharam objected to the Telangana government inviting opinions over reorganisation of districts even before making public the draft proposal for the same.

At a press conference on Wednesday, Mr. Veerabhadram said the party welcomed the reorganisation, as it believes that decentralisation results in better administration. However, the process being adopted by the government lacked transparency, he said.

Reminding the Chief Minister K. Chandrasekhar Rao’s earlier assurances that a draft proposal would be kept for public scrutiny, after which time would be given for objections, Mr. Veerabhadram said the reorganisation process should be scientific, and should have a scope for debate.

Making another announcement, he said CPI(M) would celebrate the Telangana State Formation Day on June 2 by conducting seminars and meetings on social justice and implementation of welfare schemes in the State.

Lambasting the government for defaulting on almost all of its election promises, Mr. Veerabhadram said SCs, STs, OBCs and minorities have been given raw deals.

Despite initial enthusiasm, the scheme for distribution of three acres of land for SCs and STs has remained far from achieved, and does not display any progress. Tribals, in fact, were being evicted from their own land in the name of Haritha Haaram. Allocations for BCs were lower than the same in the previous governments, and there was no mention of BC sub-plan whatsoever. While minorities have been demanding a sub-plan, they have not yet gotten the promised reservations so far.

The KG to PG free and compulsory education would require a lot of preparation in the form of establishment of new schools and appointment of teachers, but no efforts in the direction were seen. The much-touted double bedroom houses have not materialised so far even for one family, Mr. Veerabhadram said.

Lands were being snatched away in the name of irrigation projects, by using the controversial GO 123 which is in violation of the Land Acquisition Act 2013, he said, and opposed the redesigning of projects.

After the ongoing classes for the party cadre at three centres – Hyderabad, Khammam and Miryalguda, plans would be drawn for movements on issues related to land, women, agricultural labourers and others, he said. A total of 1,700 from the State, district and field level cadre are attending the classes.
