The state human rights commission (SHRC), headed by former Chief Justice S R Bannurmath, has initiated a probe into a complaint by a Raigad water resources department executive engineer against the Anti-Corruption Bureau’s deputy superintendent of police.

Mumbai: The state human rights commission (SHRC), headed by former Chief Justice S R Bannurmath, has initiated a probe into a complaint by a Raigad water resources department executive engineer against the Anti-Corruption Bureau’s deputy superintendent of police.
A senior human rights commission official confirmed to TOI that the ACB had submitted a report to the SHRC on charges by Subhash Zagade against the ACB official.

A senior Indian Police Service (IPS) official said that after the SHRC stepped in, the ACB official was shifted from Raigad to the state headquarters. “We will wait for the outcome of the on-going proceedings before the SHRC,” the IPS official said.
This is the first time a high-ranking engineer has lodged a complaint against the ACB official, and it comes as the bureau is conducting a probe against high-profile Nationalist Congress Party (NCP) leaders Ajit Pawar and Sunil Tatkare for alleged involvement in the irrigation scam.
In his four-page complaint to the SHRC, Zagade submitted that after following due process, a work order was issued to a contractor for four projects. Since there were flaws in the project’s design, while he was paid Rs 29.80 lakh, the remaining amount was held up. The contractor was told that his bill would be cleared after the entire work was complete. “All cheques of the balance amount were deposited with the government. But the ACB official was insisting on the release of the cheques. All along, the contractor was threatening him in the name of the ACB official,’’ Zagade said.

The ACB official called him to the Panvel guest house and insisted on the release of cheques on May 2. “I was not allowed to leave the guest house, I was told to ask my staff to bring the cheque and hand it over to the contractor. Under such circumstances, I had no option but to hand over the cheques to the contractor,’’ he said.
The SHRC official said it had received a report from the ACB on Zagade’s complaint, and had sought a reply from the ACB official. “The SHRC will hear both sides and then give its verdict,’’ he said.
