Bhubaneswar: A statutory audit has pointed out 'illegalities' in tendering process for construction of Mahanadi Institute of Natural Research and Energy Management by MCL, renovation of MCL office and its guesthouse here.
The audit by an authorized firm pointed out that MCL employed the National Buildings Construction Corporation (NBCC) on single nomination basis without tender contrary to government norms.
The NBCC awarded works to private companies, which invited extra avoidable cost to the MCL, the audit said.
According to the MoU between the MCL and the NBCC, the latter should have obtained building plan approval from Bhubaneswar Development Authority (BDA). Though the multi-storey construction on 30 acres near Tamando near here is in advanced stage of completion, the NBCC is yet to get BDA approval, the audit pointed out.
The audit found the MCL explanation not acceptable. The MCL reasoned that it was done due to the urgency to shift office because of unsafe conditions of Coal Bhawan building.
MCL public relations manager Dikken Mehta did not respond to phone calls and text message for a comment.
