Industries minister Mittal takes on Chief Secy Kaushal: ‘Will ask CM to ‘snub him’

Punjab Industries and Technical Education Minister, Madan Mohan Mittal, Wednesday launched a no-holds barred attack on the state Chief Secretary (CS), Sarvesh Kaushal, saying that he was crossing the ‘Lakshman Rekha’ of a bureaucrat and that he would request the Chief Minister “to snub him”.

Speaking at the sidelines of a meeting at the BJP’s party headquarters here, a visibly angry Mittal said that Kaushal had even been trying to subvert the relations between Punjab and the centre on various issues including the latest issue of SYL canal. “I have seen him provoking the Chief Minister against the centre in meetings but I used to remain quiet. He tried to blame the centre over many issued in meetings and such acts can damage the relations between the state government and the centre,” said Mittal.

The Minister and the Chief Secretary have been at loggerheads over the appointment of the Vice Chancellor of Maharaja Ranjit Singh Punjab Technical University as the Chief Secretary and a committee had recommended the name of a candidate which had not been accepted by the Minister. The minister states that at least three names of deserving candidates were required but the committee has persisted with submitting only one name, that of Dr MP Poonia, Director of National Institute of Technical Teachers’ Training and Research, Chandigarh.

“Those who live in glass houses should not throw stones at others,” said Mittal adding that Kaushal was crossing the limits of his authority by blaming ministers over certain issues. “I will request the Chief Minister to snub him. He has no business to comment on workings of ministers. Only the Chief Minister can make a comment on that and it is his prerogative alone, Madan Mohan Mittal said.

Efforts were made to reach Sarvesh Kaushal for his comments on the remarks made by the Minister, but he did not respond.

The Minister said that it had come to his notice that not only was the behaviour of the Chief Secretary not good with the ministers but he did not behave well with his subordinates too. “The Chief Minister, in fact, should take suo moto notice of his behaviour and it is for him to control such people,” he said, adding that arrogant bureaucrats will destroy the democratic structure and will put the whole development work of the state government at a lower pedestal. Mittal also said that it was Kaushal who was responsible for senior IAS officver, Suresh Kumar, not getting any assignments.
