Litmus test for SP, BJP, Congress in Bilari, Jangipur assembly bypolls in UP

Lucknow, May 13 (UNI) As it may be the last bypoll in Uttar Pradesh ahead of assembly elections in 2017, the Bilari and Jangipur assembly by-election has turned into a litmus test for BJP, SP and Congress where polling is scheduled to be held on May 16. BSP, a strong contender for the 2017 assembly polls in the state is however not in the fray in both the bypolls, which were necessitated due to death of the members of the ruling Samajwadi Party. Jangipur seat in Ghazipur district fell vacant following the death of sitting MLA and cabinet minister Kailash Yadav due to brain haemorrhage in February, while Bilari in Moradabad district following death of 64-four-year-old Haji Irfan in a road accident in March. The campainging for both the assembly bypolls would end tomorrow evening which turned to be a lacklustre due to the scorching heat wave conditions in the state. Union ministers including Sanjeev Baliyan in Bilari seat in Moradabad district and Railway minister Manoj Sinha in Jangipur seat in Ghazipur district were working overtime to ensure the win of the BJP candidates but presence of about a dozen of state ministers in each of the segment had made the contest interesting. Congress too has jumped in the fray with several of their senior leaders camping in both the constituencies. BJP state president Keshav Prasad Maurya and Congress state chief Nirmal Khatri have also campaigned in both the seats. In Bilari seat the main fight is between SP and BJP and it will be nearly 82,000 Dalit votes here which will play an important role. BJP has fielded Suresh Saini, a backward candidate, SP has given its ticket to Mohd Faheem, son of deceased incumbent Mohd Irfan and Shishu Pal Singh Jatav, a Dalit, is the Congress candidate. There are a total of 3.42 lakh voters. Around 1 lakh are Muslims and nearly 40,000 voters belong to the Yadav community. The entire cabinet of Akhilesh Yadav is campaigning here and state minister Azam Khan had addressed the public on two occasions. "Though we have a close fight with BJP, Bilari is our seat and we are going to retain it. As chief minister Akhilesh Yadav has done development in UP, it is going to benefit us. The tenure of the new MLA will be a few months and the public will prefer to support the ruling government for development in their area," said Haji Ikram Qureshi, Moradabad district president of SP.
