PMC to appoint private consultant to prepare inner ring road DPR

In a proposal tabled in the standing committee, the civic administration has proposed to appoint STUP Consultants to prepare the DPR for the internal ring road that has been pending for long.

Unable to make a headway in developing a high capacity mass transit route (HCMTR) in the city to ease the traffic situation, the Pune Municipal Corporation (PMC) has decided to appoint a private consultant to prepare a detailed project report (DPR). In a proposal tabled in the standing committee, the civic administration has proposed to appoint STUP Consultants to prepare the DPR for the internal ring road that has been pending for long.

The PMC would pay Rs 1.9 crore to the consultant for preparing the plan, which would include surveying and acquisition of the land and development of the road. The proposed road is 35.74 km long and 24 metre wide with the total area of 68.03 hectare. The consultant would submit a feasibility report, including traffic and engineering surveys for junctions, road alignment, forest clearances, review of available drawings to find suitability for road widening in the existing alignment or opt for an elevated corridor.

The proposal states that the internal ring road is very necessary to resolve traffic problems in the city. It starts at Khadki Bazaar Road in the north of the city and ends at the Alandi Road-Shivaji Maharaj Road junction. The PMC has placed the proposal in its priority list, which would include connecting at least 60 arterial and main roads with the HCMTR ring road.

The HCMTR will pass through Khadki, Aundh, Shivajinagar, Erandwane, Kothrud, Karve Nagar, Dattawadi, Parvati, Bibvewadi, Wanawadi, Salisbury Park, Hadapsar, Mundhwa, Kalyani Nagar, Yerawada and Kalas. The ring road shall help de-congest roads in the city as heavy vehicles can travel via the ring road to bypass Pune instead of entering the city. The civic body has appointed a committee of engineers to speed up the execution.

The consultant would provide the estimated construction costs, operation and maintenance costs, traffic forecast, etc. as part of its preliminary financial analysis and appraisal of the project. It would also provide a preliminary assessment of the financial viability of the project with a view to estimating the delay in implementing it over a concession period of 15 years, 20 years and 25 years respectively.

The report would include onfield survey of all vehicles along the roads from where HCMTR would pass and also the actual count of pedestrians so that effective provisions could be done in the project. The environment impact assessment would also be undertaken to study the possible impact on environment along with suggestions to keep the impact at the minimum level.
