CEC assures to redress issues of Tibetan refugees

LEH, May 4: CEC, LAHDC, Dr. Sonam Dawa today convened meeting with Gyari Dolma Kalon, Department of Home, Central Tibetan Administration,Tibetan Exile Government to discuss about the issues related to tibetan refugees settled in Leh district.
The meeting was attended by DC, Leh Prasanna Ramaswamy G, EC Works Dorjey Mutup, EC Agriculture Tsering Wangdus, EC Animal Husbandry Mumtaz Hussain, Choglamsar, Korzok and Chuchul Councilors, CRO to Dalai Lama-Choglamsar and concern department heads.
During the meeting, Dolma highlighted the issues pertaining Changthang Development Project and impressed that it is not only to do with Tibetan refugee nomads but nomads at a whole in Ladakh region. She requested CEC to send recommendation at LAHDC and DC level to State and Centre Government for the early implementation of this project and to provide with sustenance allowance of Rs. 15000 per month to each nomads family under the project.
She emphasized on the need to bring nomads into mainstream by giving them proper facilities like education, transportation, communication, livelihood means while retaining their unique cultural heritage. Dolma also requested for green houses for agriculture production in nomadic areas for livelihood purposes, upgradation of residential schools, NOC for taxis for Tibetans registered in Leh, sense of security under Pay Bazaari Act for small tibetan sellers and a fixed VAT for roadside sellers, recommendation for issuance of BPL ration cards to Tibetan refugees, repairing of wooden electrical poles in Sonamling settlement and to involve CRO, Choglansar in developmental and planning processes in the district.
Responding to the requests made by Dolma, Dr. Dawa ensured to send recommendations to GOI regarding Changthang project for its early implementation which DC, Leh said is held up due to some technicalities involved in it. For greenhouse CEC suggested Dolma to generate the concept of cultivation among nomads and DC, Leh assured to fine tune it with concern departments at the earliest and also ensured to take up the taxi NOC issue with ARTO and local unions.
In case of road side sellers CEC committed to place them at proper fixed sites in the market and to assess the VAT point. CEC also directed Ex-en PDD to put in pipe line the replacing of wooden poles in Sonamling in phase manner on priority.
Dolma took up the issue of land allotted to tibetan refugees in Leh being sold to local people by tibetans to which CEC gave a month period to draft a committee in this case and report to him with all land details to make lease deed of these lands.
