Mold business move by ex-top cop

Former police commissioner Andy Tsang Wai-hung will become the strategic adviser to Chen Hsong Group, a manufacturing company founded by lawmaker Ann Chiang Lai-wan's father Chiang Chen, at a salary of HK$100,000 a month.

As an adviser on development and management issues, Tsang will provide training to the staff on governance. He will start next month.

Tsang confirmed yesterday that he had applied to the Civil Service Bureau for permission to take up a new appointment, but did not say whether it was with the Chen Hsong Group. He said he is waiting for the bureau's approval.

The Standard sent an e-mail to Chen Hsong, one of the world's largest injection-molding machine makers, seeking clarification but has not received any reply.

When he retired in February 2014, Tsang said he was neither interested in participating in politics nor running a business. He said he wanted to devote his time to social services.

"I have always lacked an interest in politics. I also have no interest in business. What I am most interested in is social services," Tsang told an RTHK radio program at the time.

Ann Chiang said Tsang did not deviate from his vow two years ago when he accepted the post as he will focus on providing his views on management.

"He is not being asked to run the business, and Chen Hsong Group is not political. The most important thing is there is no connection between [his new job] and his last job," she said.

Chiang said she was not involved in recruiting Tsang, as the decision was made by her younger sister Chiang Lai-yuen, group CEO.

"She thought Tsang had extensive experience in management as the Hong Kong police force is a huge team with tens of thousands of officers ... Tsang's duty will be mainly on internal human resources management training and [giving opinions] about the company's structure," she said.

Under civil services regulations, any application by a former directorate grade 8 civil servant for post-service work of a commercial nature will not be normally approved in the first year of the so-called sanitization period.

After that, applications are decided on a case- by-case basis.
