School education and literacy department secretary Aradhana Patnaik has written to all district superintendents of education (DSEs) to "immediately introduce Parivartan" in respective districts.
"The main aim of Parivartan is to assure implementation of government schemes like Buniyad, continuous and comprehensive evaluation, 'khel khel mein', 'humara vidyalaya', 'pehle padhai phir bidai' and 'prayas'," Patnaik said.

The government will form Parivartan teams at three levels - state, district and block.
The state-level team, to be headed by Patnaik, will monitor and ratify at least one school of each type - middle, primary, upgraded primary, new primary and Kasturba Gandhi Balika Vidyalaya - every month. Also, this team has to organize a quarterly meetings.
The district-level teams will be headed by respective deputy commissioners and have to monitor one school every month and organize monthly meetings to get details of implementation of schemes.
The function of block-level teams, which are to be headed by the block development officers, are similar to that of the district teams, except that they are responsible for schools only at their respective blocks. "The teams will ensure proper infrastructure facilities in all schools, monitoring the functioning of vidyalaya prabandhan samiti, assuring enrolment and retention of students," Patnaik.
