NEW DELHI: The decision to arrest and dismiss SHO Dinesh Kumar for allegedly abetting the suicide of a woman has created a flutter in the Delhi Police fraternity. While Kumar’s family said it would move the court, some officers and legal experts said the department should not have arrested a senior officer on the basis of a note whose authenticity could not be corroborated.

The top brass reportedly did not consult the lieutenant governor—as is the practice, if not the law—and went for a swift arrest without an inquiry. The case should have been probed thoroughly by the crime branch, officers said.
A crisis already appears to be brewing in the capital with a slew of senior police officers choosing to move out of the city on deputation and a major section apparently unhappy with the current regime. Police sources fear that absence of tough officers could stymie the fight against corruption.
The ministry of home affairs is keeping a close watch on the developments and is in consultation with the LG over the matter, TOI has learnt. The police brass is likely to submit a report to the MHA this week.
Special commissioners S N Shrivastava and Dharmendra Kumar were among the first lot of officers who chose to leave Delhi for CRPF and CISF, respectively. Recently, Deepak Mishra, too, moved to CRPF. Mishra headed law & order when Neeraj Kumar and, then, B S were Delhi Police commissioners. He was given the charge of administration under the new regime.
Sources said senior officers were unhappy at being overlooked when crucial positions were reassigned. Also, several profiles were tweaked and key responsibilities taken away from them. The country's largest prison, Tihar, has been without a chief since February 28, when its DG, Alok Verma, was made the Delhi Police commissioner.
While special CP J K Sharma was to head Tihar, he had to leave over an alleged Centre-state turf war.
