To share the increasing workload and responsibilities, Panjab University’s Dean Students’ Welfare (DSW) Navdeep Goyal has proposed to create a new post for an assistant DSW.
Goyal told the Chandigarh Newsline: “The proposal to create a post of an assistant DSW has been put forth because of two reasons. Firstly, the number of students, hostels and the kinds of work handled by the DSW has increased manifold in the past year. Secondly, because the hostel’s budget has been made a part of the main budget of the university, all approvals and accounts are being handled and maintained by the wardens and several nuances of the accounting procedures need to be monitored.”
Since most wardens, coming from different departments, face difficulties in understanding the intricacies of accounting procedures, there has been a proposal for a central accounting system instead of complete control of wardens over accounts. Therefore, emphasis has been laid on the need of a higher authority who would constantly monitor the maintenance of accounts and share the workload of the DSW.

Goyal added that the appointment of an assistant DSW would be an honorary position, which will be given on a part time basis to any ex-warden in the rank of assistant professor with an honorarium of Rs 3000, which will be paid from hostel funds.
Financial powers of the assistant DSW shall be the same as that of the head of the teaching department of the university. The responsibilities of the proposed assistant DSW will include online allocation of hostels, coordination of curricular and co-curricular activities of hostels, maintenance of discipline among university students on the campus, along with DSW Goyal and DSW (women) Nandita Shukla.
The decision for the creation of the position and subsequent review resides with the Syndicate, the next meeting for which has been scheduled for May 1.
The vice-chancellor will have the authority to appoint the assistant DSW for a period of one year, extendable up to three years.
