Discoms to seek power purchase cost again
New Delhi: BSES Rajdhani, BSES Yamuna and Tata Power Delhi will submit fresh petitions for re-enactment of the power purchase adjustment charges (PPAC) by next week to Delhi Electricity Regulatory Commission (DERC).
The discoms said some of the bills raised from generation companies like NTPC had come late, so they were still in the process of finalising the details. While the PPAC petitions are under preparation, the Reliance discoms, BSES Yamuna and Rajdhani, however, did manage to submit their tariff petitions to the regulator earlier this week.
Tata Power Delhi submitted its petition last week, after DERC sent notices to the discoms to submit the petitions or face action.
It is unclear what the discoms have asked for, as the utilities declined to comment till the petitions were accepted by DERC.
However, according to sources, the discoms have asked for appropriate revenue gap recovery along with carrying cost for the past period up to FY 2015-16. The estimated revenue gap, as per the discoms, is around Rs 36,000 crore till 2015-16, but this is yet to be accepted by DERC. The gap shown by the BSES discoms is approximately Rs 1,500 crore for FY 2016-17, while according to Tata Power Delhi, it's Rs 700 crore.
The discoms are also expected to mention demands relating to renewable purchase obligations and seperate tariffs for e-richshaws. The petitions have been filed as per the 2011 multi-year tariff regulations as the regulations for 2015 have not been finalised yet.
