PATNA: Sushmit Kumar (1985 batch IAS of Gujarat cadre), a native of Begusarai district now settled in US for more than two and half decades, has plans to travel all over the world to give speeches on Islamic terrorism. Kumar left IAS during his training from Mussorrie, has plans to give advices to the countries, facing Islamic terrorism, about how to mitigate the loss of lives and destruction of properties in terrorist attacks.
Currently, Kumar is holidaying at his native place told TOI on Wednesday “it is impossible to stop terrorist attacks but countries can take steps to mitigate losses.
I also plan to advice countries and organizations how to overcome the coming Great Global Economic Depression”.
Talking about Bihar, Kumar a native of Cheriya village in Begusarai district said:” Bihar, having significant arable land and cattle population, can contribute a lot towards growth of India. It can become grain basket of India”.
“Till now Bihar has not been able to attract private firms like IT firms due to lack of proper planning and also proper security. In the southern states, the IT firms have created job not only for programmers but also associated jobs like housing, auto, roadways and malls”, he said.
The un-used land along the embankments, roads and rail tracks can be used to plants fruit trees which can be either serve as food for local people or can be processed to export. The abundant land can be used to grow cash crops such as coconut, melons, cashew nut, jackfruit and banana, he said.
When asked about the reason behind leaving his bright career in IAS, he said:” Had I been in IAS, I would have been in the league of Ashok Khemka. That’s why I thought it is better to quit IAS during its training in 1986 (1985 batch IAS) and go to the US for higher studies”.

“We all know the plight of Ashok Khemka, a Haryana-cadre IAS (civil servant), who has been transferred 45 times in his 23 years' career. Despite being a very honest bureaucrat, he is not getting central deputation”, he pointed out.
That’s why he thought it better to quit IAS during its training in 1986 (1985 batch IAS) and go to the US for higher studies. Kumar resigned from IAS in 1986, only after 8 months of IAS training at Lal Bahadur Shastri National Academy of Administration, Mussoorie.
“As I was the first person in the history of IAS to resign during training, the department of Personnel GOI did not accept my resignation for six months, asking me to withdraw the resignation. In order to get my resignation accepted, I had to reimburse more than Rs 16,500, spent on me by the GOI during his training”, he disclosed.
“My parents supported my decision and paid this amount on my behalf”, he said. Before going to the US in late 1989, he had only a BSc. degree in Mechanical Engineering from Bihar College of Engineering (now NIT), Patna. He had to appear at the GRE (general), GRE (advanced) and TOEFL, in order to get admission in a US university.
As he did not have a degree from premier institutions like IITs, he was not given assistantship when he went to US for a PhD in engineering. For the first semester, his parents provided Rs 150,000, a significant amount of money for a middle class family.
Due to his excellent work, Dr Stewart K Kurtz of Pennsylvania State University allowed him to complete the PhD thesis in just two and a half years without having a master’s degree at that time. A student generally takes anywhere from 5 to 6 years to get the PhD degree.
“My book (2008), “Modernization of Islam and Creation of a Multi-polar World Order”, an extension of my 1995 article, had 640 endnotes/references. “My another book in 2012 “Casino Capitalism” has more than 35 tables and charts to analyse the last 300 years of global economy", he told TOI.
