Centre to dole out concessions at par with citizens to Pakistani Hindus

The Centre is in the process of finalising a proposal to dole out several concessions to Pakistani Hindus staying in India on long-term visas (LTVs) that would bring them almost at par with the common citizens.

According to the proposal that is being finalised by the Union home ministry, the immigrants of minority communities from Pakistan which have been given LTVs will also be given permission to do business, open bank accounts and purchase dwelling units for self-occupation without prior RBI approval and will be issued driving licence, PAN card and Aadhaar card.

The proposal also talks about dispensing with the requirement of personal appearance before the Foreigners Registration Officer (FRO)/ Foreigners Regional Registration Officer (FRRO) for registration purpose, allowing free movement within the State/ UT where they are staying instead of restricting their movement within the place of stay.

In the case of such persons living in the National Capital Region (NCR), it is proposed to allow free movement within NCR.

The ministry has also proposed to simplify the procedure for visit to a place in any other State, permission for transfer of LTV papers from one State to another State, waiver of penalty on non-extension of short term visa/ LTV on time and permission to apply for LTV at the place of present residence in cases where the applicants have moved to the present place of residence without prior permission.

There are more than 6000 Pakistani Hindus that have already been granted LTV and would be availing these benefits. Besides, there are several thousand others who are in the process of securing LTV.

The Centre is also in the process of further simplifying the procedure of granting Indian citizenship to such nationals by empowering collector, deputy commissioner to authorise, in his absence, sub-divisional magistrate rank officer to administer the oath of allegiance to the applicant.

Besides, the Centre also proposes to delegate powers to collectors or district magistrates of 18 districts in Chhattisgarh, Gujarat, Madhya Pradesh, Maharashtra, Rajasthan, Uttar Pradesh and NCT of Delhi for two years to register such Pakistani nationals as citizens of India.

As these Pakistani nationals are usually from poor background, the Centre also wants to reduce the fee of registration and naturalisation from existing levels ranging from Rs. 5000 (under registration) to Rs. 15000 (under naturalisation) to uniform fee of Rs 100.
