Madras High Court directive to end honour killing

The judge said the State should allocate necessary funds for eradicating honour killing.

Chennai: The Madras high court said since all police stations in the state appear to have been connected through CCTNS Portal (Crime and Criminal Tracking Network and Systems), the state should examine the possibility of generating FIRs automatically (auto-generated), upon receipt of complaints from aggrieved couples, even through helpline.

The special cells should monitor regularly receipt of complaints through helpline or otherwise, registration of the same and action taken by police concerned. It should be the duty of Station House Officer (SHO) of police station within whose limits the couples move about, to provide protection to them.

To ensure that such protection is given, the special cell should forward immediately to the jurisdictional police station complaints of couples apprehending danger, received through helpline or otherwise. The forwarding of complaint to the police station concerned will be facilitated easily if online registration through CCTNS portal is possible. The moment the couple’s request is forwarded, the SHO of that police station should provide protection.

The judge said the State should allocate necessary funds for eradicating honour killing. Sufficient funds should be placed at the disposal of special cells.

This fund can be utilised by special cells for providing temporary shelters to couples and for rehabilitating them wherever necessary. The judge issued the directives while dealing with a case of honour killing in Madurai, which was entrusted to CBI by court in 2014.
