Pune: Lulla Nagar flyover gets a push, clearance likely in April

Now, the proposal put forth by the Pune Municipal Corporation (PMC) to the Pune sub-area committee has been cleared and forwarded to the defence minister and a final decision is expected by April.

The stalled flyover at Lulla Nagar that was proposed as a connecting link between the ridge area and the abattoir in Cantonment on Kondhwa Road was set to get a push from Defence Minister Manohar Parrikar who had asked defence and municipal authorities to forward him a detailed report of the flyover and hurdles in the project. The minister had earlier assured that the problems would be addressed at the earliest.

Now, the proposal put forth by the Pune Municipal Corporation (PMC) to the Pune sub-area committee has been cleared and forwarded to the defence minister and a final decision is expected by April. This was stated by Pune MP Anil Shirole after his meeting with Parrikar in New Delhi on Monday.

“The clearance will likely come about in the first week of April as all documents are in place,” Shirole said. The meeting was also attended by PMC officials Rajendra Jagtap and Shrinivas Bonala, defence estate officer Sundari Pujari, Brigadier Tyagi and MP Amar Sable. The meeting also addressed the issue of Ghorpadi railway overbridge which has been pending for a long time.

The 490-metre Lulla Nagar flyover was cleared in 2011 by PMC, and the contract for the 15-metre wide four-lane flyover was awarded to Atur India Private Limited after floating tenders. On January 31, 2012, PMC authorities received a ‘stop work’ order from the defence estate, which said that the road belonged to the defence department and was acquired in 1937, and therefore the civic body cannot undertake any constructions on that land.

Talks for the last two years failed to yield any progress. PMC officials said that in view of increased traffic at Lulla Nagar chowk, construction of the flyover and widening of slip roads from Golibar maidan to Kondwa had become imperative. Several meetings later, the PMC had in September come up with a Memorandum of Understanding.

“The ownership of land will not change and it will be with the defence authority,” said an official. The MoU stated that the PMC has agreed to construct and maintain the flyover and slip roads on defence land.
