Masualle must sign off legacy pay issue

The provincial department of health will first have to engage the premier’s office on the proposed Human Resources Operational Processes Team (HROPT) settlement before it can be finalised.

Provincial government spokesman Sizwe Kupelo said the settlement would have to be presented to the provincial management team to ensure it was in line with policy and health’s human resources department general manager Nick Ntsoane would have to present something before the week ended.

HROPT has been a thorn in the sides of all 11 provincial departments for two decades and relates to thousands of civil servants being promoted between 2006 and 2009 and backpay from 1994 being paid.

The jobs of former Ciskei and Transkei staff were standardised under the new democratic dispensation and those who qualified for promotions received increases. But civil servants who did not qualify were also paid and this had to be corrected.

The health department has had a couple of roadshows this year selling their settlement to workers. On Wednesday unions were meant to sign on whether they agreed or disagreed with the settlement.

However health spokesman Siyanda Manana was wary of giving feedback before workers had met with their unions.

The settlement puts the lid on further HROPT-related promotions. It is aimed at staff eligible for early retirement, those who choose to stay without HROPT-related promotions, and those who want to challenge the issue.

Nehawu provincial chairman Makhi Clay said his union won an arbitration order and this was the best route for the workers as the department had not brought anything new to the table.
