Delhi HC seeks reply on plea challenging adoption of odd-even scheme

New Delhi: The Delhi high court on Friday sought a response from the centre and the Lieutenant Governor on a public interest litigation (PIL) alleging that the government had maliciously adopted the odd-even scheme to control pollution instead of enforcing the relevant pollution control rules.

A bench comprising Chief Justice G. Rohini and Justice Jayant Nath issued the notices and sought the replies of the centre and Lt. Governor by 30 March.

The PIL was brought by a non-governmental organization, Campaign for People Participation in Development Planning, which alleged that an increase in vehicular pollution in the national capital region was due to non-enforcement of the provisions under the Motor Vehicles Act, 1988, which lays down penalties payable by vehicles causing pollution.

The petition claims that instead of ensuring that pollution-causing vehicles comply with the provisions of law, there had been a misdirection in choosing the odd-even scheme under which vehicles are allowed to ply on the roads on alternate days, according to their number plates.

The petitioner approached the Delhi high court on 11 February, when Aam Aadmi Party (AAP) announced its second phase of odd-even scheme scheduled for 15 April onwards.

The matter will be heard next on 30 March.
