An FIR has been registered against former health minister Rao Narender Singh under prevention of corruption act (PCA) in relation to the cash for change of land use (CLU) licence scam.

GURGAON: An FIR has been registered against former health minister Rao Narender Singh under prevention of corruption act (PCA) in relation to the cash for change of land use (CLU) licence scam.
The case was been filed at State Vigilance Bureau in Gurgaon at 5 pm on Friday under sections 7, 13 and 1(d) of PCA.
"The case has been registered on the basis of the inquiry conducted by the Lok Adalat," said DIG Vigilance Yogendra Nehra.

The Haryana lokayukta had ordered to register an FIR against five former MLAs of Congress, including Rao Narender Singh in December 2015. The other Congress leaders against whom the FIR had been ordered to be registered included former chief parliamentary secretary Vinod Bhayana and former MLAs Ram Niwas Ghorela, Naresh Selval and Jarnail Singh.
The lokyaukta passed these orders on the basis of the inquiry report submitted by ADGP Haryana V Kamaraj.
On September 6, 2013, Indian National Lok Dal (INLD) had released video clips of several Haryana MLAs- Ram Kishan Fauji, and the then three Congress MLAs Bhayana (from Hansi), Selval (Uklana), Jarnail (Ratia) and Ghorela (Barwala) allegedly demanding cash worth crores for CLU permissions.
On November 9, 2013, INLD had again released a video CD in Chandigarh claiming that it featured the then Haryana health minister and Narnaul MLA Rao Narender allegedly negotiating for money to get change of land use (CLU) permission for a piece of land in Palwal district.
Following this, on October 1, 2014, Justice Pritam Pal had directed the state police to investigate the CLU scam. Probe by the police had found the CDs authentic.
