Soon, mobile app for spot fine payment

Noida: Soon, you can pay your traffic fine instantly as the traffic department is set to issue challans through a new mobile application. The cops will also be able to issue a receipt for the challan using a hand-held bluetooth enabled printer to those who pay at the spot. Printers will also be attached with a credit or debit card reader and the fine can be paid right away in cash or using cards.
The mobile application - "E-challan: A digital challan solution" - is being developed by NIC Delhi under the initiative of the Union ministry of road transport and highways.

The application, which is set to be used across the country, will be first launched in Noida and Ghaziabad. The mobile application is set to simplify the process of challaning and will keep a record of previous violations helping traffic cops levy fines accordingly.
According to officials, once the application is installed, traffic cops will have to enter driving licence and the registration certificate, number of violators and the application will then display all previous records of traffic violations by the violator.
The UP transport department has associated with NIC for the initiative. The Delhi traffic police had launched a similar system for issuing e-challans to violators in 2015. A special hardware device was then used to issue the challans then and cops had to enter the details into the machine. The new system however runs on mobile phones and is set to reduce dependency on any complicated hardware device.

Officials of NIC Delhi on Wednesday demonstrated the system to the Noida transport department. A consultant with NIC Delhi, said the development of the mobile application is in its last leg. "We are conducting presentations and trials of the app," he said. Violators can also pay the fine through internet banking or later by visiting the transport office. Further, the challans can also be paid in court. At present the enforcement officials issue challans manually and they do not have a mechanism to keep track on the repeat offenders. Officials said the violators will also be given a URL where they can check their status of their violations and payment history. The officials said, multiple violations will lead to serious actions leading to suspension of driving licence and seizure of vehicles.
Rachna Yaduvanshi, ARTO (administration) Noida, said the enforcement officials will keep an account. "The number of challans issued by each officials will be recorded in the account. The ARTO will thus instantaneously get details of challans issued per day and the revenue collected," she said. tnnThe officials said that the digital data will be easy to analyse. "We will be able to know the kinds of violations, like red light jumping, speeding, drunken driving - committed on certain places. We will take appropriate enforcement drives to improve traffic situation," said an official.
