The engineer Popat Shankar Burkul had demanded Rs 16,000 as bribe from the contractor for issuing a completion certificate for construction of a gram panchyat office at the Hisval-Khurd village and an aganwadi building under Jansuvitha scheme, sources in ACB said here.
