Uttar Pradesh DGP Jagmohan Yadav has put the proverbial foot in his mouth at a press conference he had called to brag about the "sterling" performance of the UP Police in the recently concluded panchayat polls.

Asked about repeated incidents of violence in Pratapgarh, he said: "You know why lawlessness continues in that district. I don't want to take any names, but everyone knows the reality about who is responsible." He was obviously alluding to the UP minister Raghuraj Pratap Singh alias 'Raja Bhaiyya' who is known to treat Pratapgarh, his home district, as his personal fiefdom.

He did not stop at that. Asked about the spike in rape cases in UP, he said he would be able to better explain in private why rapes happen. "I have studied the psychology behind rape. If you come to me privately, I will explain it much better," he told the reporter who had asked the question.

Asked what his future plans were, he said: "I am planning a country wide tour in the new year." The DGP is due for retirement on December 31.
