The Secret of Lord Hardinge''s Success.

India of the 5th November devotes an article to a reviewer of the address-the "outspoken address" at it calls-presented to Lord Hardinge by Raja Sir Harnam Singh on behalf of the Indian community at Simla and the reply vouchsafed by His Excellency thereto. It gives prominence to the hope expressed in the address that before the Viceroy laid down his office "we shall see the abolition of that badge of Indian servitude, the system of Indentured labour." It also quotes with approval the passage in the address with reference to Indian public opinion being given more and more weight, and the attainment of our rights as citizens, abroad and the "the full constitutional development of our citizenship in India itself." The text singles out for commendation His Excellency's statement in reply that "true sympathy with Indian sentiment and and Indian aspirations has in very truth been at the root of all my policy."
