CEC nominates 4 Executive Councilors, gives portfolios

JAMMU, Nov 4: Newly Elected Chief Executive Councilor (CEC) of Ladakh Autonomous Hill development Council (LAHDC), Leh, Dr Sonam Dawa today nominated four Executive Councilors and allotted them portfolios of different departments.
The Executive Councilors will have rank of the Deputy Ministers. The CEC holds the rank of Cabinet Minister.
Four Councilors of the LAHDC Leh, all belonging to the BJP, who were nominated as Executive Councilors by Dr Dawa, included Dorjey Mutup, Councilor Kungyam, Tsering Wang-dus, Councilor Saspol, Mumtaz Hussain, Councilor Chuchot and Tsering Sandup, Councilor Panamil.
Mumtaz Hussain was lone Muslim Councilor among 18 Councilors elected on the BJP mandate. Another Muslim Councilor in the House of 26 was Ghulam Mehdi of National Conference, who had won Turtuk seat.
Official sources said Dr Dawa had nominated four Executive Councilors giving due representation to four sub regions within the Leh district.
He has also allocated portfolios to the newly appointed Executive Councilors.
Dorjey Motup has been given the charge of Works Department while Wanguds will hold portfolio of Agriculture and Rural Development Department.
Mumtaz Hussain has been allocated the portfolio of Animal Husbandry while Sangdup will hold charge of the Tourism Department.
Dorjey Motup, who was given the charge of Works Department, was among the four Councilors, who were front runners for the post of CEC. While Dr Dawa was yesterday unanimously elected as the CEC, two other Councilors, Gyal Punchuk Wangyal from Sakti segment and Lobzang Nyantak from Upper Leh have not been taken as the Executive Councilors.
While Dr Dawa is the first time Councilor to the LAHDC Leh, all three others had won the second straight term.
Sources said Dorjey Motup represented Changthang sub region while Wangdus hailed from sub region of Sham. Hussain was taken as the Executive Councilor to give representation to minority Muslims while Sangdup hailed from Nubra sub region.
All four newly appointed Executive Councilors took charge of their departments today in the Council premises of Leh.
This was the first BJP Council in Leh since it came into existence in 1995.
Sources said Chief Minister Mufti Mohammad Sayeed, who holds charge of the Ladakh Affairs Department, will nominate four Councilors to the LAHDC Leh after re-opening of the Civil Secretariat in Jammu.
The LAHDC Leh has the strength of 30. While 26 Councilors are elected by the people, four others are nominated by the Government.
According to sources, the BJP and PDP were likely to share two nominations each to the LAHDC Leh.
In the election held for 26 seats of the LAHDC Leh, BJP had won 18, Congress 5, NC 2 and Independent one.
Only yesterday, Dr Sonam Dawa was elected as new CEC of the LAHDC Leh unanimously by the Council as BJP has two-thirds majority with 18 out of 26 seats. Dr Dawa is first time Councilor from Thiksay.
The PDP-BJP had jointly held a rally at Polo Ground Leh after oath ceremony of the newly elected Councilors and assured to empower the Council and undertake massive developmental works in Leh. Election to the Council was held on October 17 while results were declared on October 23.
