Udhampur terror attack: NIA makes third arrest

Two top LeT commanders met the militants before the mission, states dossier for NSA-level talks.

The National Investigation Agency (NIA) Tuesday made its third arrest in the Udhampur terror attack case by taking into custody Showkat Ahmed Bhat, 36, a resident of Khadermoh in Jammu and Kashmir’s Pulwama.

As per NIA, Bhat was involved in transporting four Lashkar-e-Toiba terrorists, including captured Pakistani militant Mohammed Naveed, from near Baba Rishi in Baramulla district soon after they had infiltrated into India from Pakistan-occupied Kashmir.

He was earlier arrested by Pulwama police and booked under sections of Unlawful Activities (Prevention) Act and Arms Act.

On August 21, the NIA had arrested a truck driver identified as Khurshid Bhatt (35) for allegedly providing tactical support to the terrorists involved in the August 5 attack on a BSF convoy in Udhampur.

According to the NIA, Khurshid, a resident of Chursu in J&K’s Awantipora, took Naveed and his aide Noman, who was killed in the attack, to Jammu for reconnaissance.

Meanwhile, in a fresh revelation, a dossier prepared by India on Naveed for the NSA-level talks with Pakistan that were later cancelled, states that two top LeT commanders met the four terrorists at the outfit’s ‘Halen Det’ camp before they set out on the mission.

“On May 25, 2015 Sajid, aged about 45, the Lashkar-e-Toiba Operations Commander for South Kashmir and Hanzla Asnan also aged about 45, the Lashkar-e-Toiba Operations commander for North Kashmir, along with Noman… arrived in a car from Islamabad,” the dossier states.

“On May 27, 2015 Noman (the group’s leader) along with Naveed, Abu Akasha and Mohammed Bhai started from Halen Det in a vehicle driven by one Abdullah Hafiz. Two guides namely Khurshid, a resident of Poonch and Rashid, a Bakkerwal from village Chudhariyan Pallan in Forward Kahuta, and two others namely Zarrar and Jarar (caretakers of Halen Det) accompanied the group which started out towards the LoC fencing,” it adds.

The dossier begins with personal details of Naveed, such as an identity card issued to him in 2014 by Pakistan’s National Database and Registration Authority and a cellphone number of `Zong’ service provider used by him. It also mentions residential and occupational details of his family and friends.

It also states the codenames of 17 trainers who instructed Naveed at terror camps. He underwent 21 days of Daura-e-Aam training in late 2011 along with 180 recruits at `Kulahri Camp’ in Manshera, Khyber Pakhtunkhwa, which has since been closed. This training is now conducted at Ghazi Habibullah in Muzaffarabad, PoK, Naveed has disclosed.

Between August and December 2014, he underwent Daura-e-Khas training near Muzaffarabad in a jungle near ‘Shawai Nallha’. “The LeT sponsored training is conducted at Aksa-Maskar Camp. There were a total of 40 trainees who underwent this training with Naveed,””states the dossier, adding that Naveed took the LeT sponsored Daura-e-Lashkar training at the Aksa-Maskar camp between February and May 2015.
