Dawood Ibrahim’s new residence in Karachi near Bilawal’s residence

India’s dossier for Pak has details of gangster and his family’s passports, reiterates that he has been declared ‘Global Terrorist’

As proof of fugitive gangster Dawood Ibrahim’s presence in Pakistan, the dossier prepared by New Delhi for NSA-level talks with Islamabad states that as recently as September 2013, Dawood acquired a new residence in Karachi’s Clifton area that is close to the residence of Bilawal Zardari, son of former Pakistan Prime Minister Benazir Bhutto.

The dossier cites the address as Shireen Jinnah Colony, near Ziauddin Hospital, Clifton, Karachi. It is “located near Ziauddin Hospital, where medical treatment could be provided to Dawood Ibrahim whenever required. The place is close to the residence of Bilawal Zardari”, it adds.

Another new residence purchased by Dawood is located at Main Margalla Road F-6/2, House No.7, Islamabad, the dossier adds.

In addition, details of four passports issued to Dawood by Pakistan have been detected by India. These are: Passport No. G-866537 issued from Rawalpindi, C-267185 issued from Karachi, G-886537 issued from Rawalpindi and KC-285901 issued from Karachi.

India has also found that Dawood’s wife Mahjabeen holds Pakistani passport J-589103, his son Moeen holds Pakistani passport J-588518, daughter Mahrukh — who is married to Pakistani cricketer Javed Miandad’s son — holds Pakistani passport J-563473 and other daughter Mehreen holds Pakistani passport J-563439. Dawood’s brothers Anees and Mustaqin hold Pakistani passports H-144394 and KA-713357, respectively.

Indian agencies had earlier located the following nine addresses in Pakistan as Dawood’s hideouts: Moin Palace, near Abdullah Shah Gazi Dargah, Clifton, Karachi; 6/A, Khyaban Tanzeem, Phase-V, Defence Housing Area, Karachi; ISI Safe House located on the Bhoubhan Hill, around 20km from Islamabad on the Islamabad-Muree Road; Margalla Road, P-6/2, Street No. 22, House No. 29, Islamabad; 17 CP Bazar Society, Block 7-8, Amir Khan Road, Karachi; 30th Street in Ph-5 extension of DHA in Karachi; Abdullah Shah Gazi Saab Ki Mazar, Karachi; 8th floor of Mehran Square, near Pardesi House-3, Talwar Area, Clifton, Karachi and a Palatial Bungalow in the hilly area of Nooriabad in Karachi.

According to a report published in the Hindustan Times on Saturday, Indian agencies are also in possession of an April 2015 telephone bill in the name of Dawood’s wife Mehjabeen with D-13, Block-4, Karachi Development Authority, Sch-5, Clifton, as the installation address.
The newspaper also published a fresh photograph of the 59-year-old gangster, and reported that Dawood’s latest photographs indicate he has a receding hairline, is clean shaven and has not undergone any facial cosmetic surgery.

The agencies also have documents that show that Dawood’s family members travelled between Pakistan and Dubai. They also have images of Dawood’s Pakistani passport, the report stated.

According to India’s dossier, “All these details were shared with Pakistan on a number of occasions through diplomatic channels. The dossiers of Indian fugitives staying in Pakistan, including that of Dawood Ibrahim, were also shared a number of times in forums like the Home Secretary level talks.”

The last time a dossier on Dawood was shared with Pakistan was during Home Secretary level talks between the two countries on May 24-25, 2012 in Islamabad.

“Dawood Ibrahim is known to frequently change his locations and addresses in Pakistan since he has amassed immense property in Pakistan and moves under the protection of Pak agencies,” the latest dossier states.

The dossier reiterates that Dawood has been declared a “Global Terrorist” by the US Treasury Department on October 16, 2003. He was included in the UN Sanctions List as an associate of Al-Qaeda on November 3, 2003 under UN Security Council Resolution 1267, that obligates member countries to take action against individuals or entities in the list. The UNSC Special Notice on Al-Qaeda Sanctions List also mentions details of Dawood’s locations in Pakistan and his passport details.

In spite of these details of Dawood’s whereabouts in Pakistan, the Pakistani government has failed to execute Interpol Red Corner Notice No. A-135/4-1993 issued against him, as well as discharge its obligations under the UNSC resolutions and set in motion the process of his extradition to India, the dossier charges.

“Although India has no extradition treaty with Pakistan, nothing prevents Pakistan from deporting Dawood Ibrahim to India since he is an Indian national,” it adds. Extradition of Dawood Ibrahim was second on the list of issues in India’s agenda for the NSA level talks.
