In a bid to raise UP’s concerns over development issues, the Samajwadi Party has armed its 20 MPs with a charge-sheet against the NDA government to be raised in both the houses of parliament.

LUCKNOW: In a bid to raise UP’s concerns over development issues, the Samajwadi Party has armed its 20 MPs with a charge-sheet against the NDA government to be raised in both the houses of parliament. The carefully drafted charge-sheet blames the Centre for deliberately neglecting the developmental projects and programmes in the state.
Having collected details from the finance and planning department, the government has prepared a report listing the projects pending with the Centre despite repeated reminders sent by chief minister Akhilesh Yadav, chief secretary Alok Ranjan and other senior officers.

The SP MPs have been told to raise the report in both the houses during debate and protest against the BJP –led government for its discrimination against UP. The party leadership has also told them to highlight how the state had given 73 MPs to the NDA out of 80 but despite this it was neglecting the development of the state.
The report mentions that the state government had asked for Rs 7,543.14 crore as compensation to the farmers for the loss of their crops due to unseasonal rain in March-April this year. Even the chief minister had written letters to the prime minister and the Union agriculture minister in this regard, but the Centre sanctioned just Rs 2,800 crore.
Lucknow’s Metro Project is another issue that is facing the neglect of the Central government, states the report which explains how the clearance of the Public Investment Board and the approval for loans remains pending hampering the progress of the project.
The report also highlights that the Central government had promised an AIIMS in Gorakhpur, but nothing has moved despite the fact land has been identified by the UP government which is ready to hand it over. The Central government had requested for land on February 13, 2015 and state government has already written two letters for handing over the land for AIIMS, but nothing has been done despite.

The government has also raised the issue of having an international airport in Firozabad and Kushinagar. Apart from this, the report also mentions how UP government’s demand to include 17 most backward castes in the scheduled caste remains pending with the Centre and the government had not received any communication despite the fact the chief minister had written many letters to the Centre.
Most importantly, the UP government’s chargesheet highlights how the state’s share in the Central funds had been slashed drastically, crippling many a developmental works and programmes. The report states that under the new formula of the devolution of funds, the government has increased UP’s share by Rs 8,374.55 crore, but at the same time it has withdrawn assistance to various schemes worth Rs 17,296.39 crore. As a result of this, many developmental programmes, including national e-governance action plan, Backward Region Grant Fund, opening of 6000 model schools, integrated action plan in Naxal-affected areas, Bundelkhand package, National food procession mission and development of tourism infrastructure have got paralysed.
