Louis Berger case: Police report points finger at Digambar Kamat, Churchill Alemao

The case came to light after the company was charged in the US for paying a bribe of a little under Rs 6 crore for bagging projects in Goa.

In its report submitted to the state government in the Louis Berger bribery case, the Goa Police Crime Branch has indicted two Congress leaders, former Chief Minister Digambar Kamat and former PWD Minister Churchill Alemao, according to senior officials.

“The findings are based on the statements given by two former officials of the Louis Berger International Inc, which were recorded under Section 164 of the Code of Criminal Procedure before the Judicial Magistrate First Class, Panaji.

In their statements, they said that they bribed the two to bag the consultancy contract of JICA water supply and sewerage project in 2010,” a senior official told The Indian Express.

The former employees — a  regional manager and an area manager — and were privy to the project details. They left the company in 2012.

According to sources, the bribe was allegedly paid in instalments on four occasions between 2010 and 2011.

“During the probe, it emerged that a senior official of Louis Berger along with another official delivered the money to them,” the official, who did not want to be named, said.

Kamat, who had been summoned by the police on Tuesday, failed to turn up. Crime Branch officials had also carried out raids at the residence of A M Wachasundar, the project manager of JICA who was arrested on Monday.

The case came to light after the company was charged in the US for paying a bribe of a little under Rs 6 crore for bagging projects in Goa.

On July 21, the Crime Branch registered an FIR against unknown ministers in the Goa government of 2010 and company officials and began its probe.
