AAP could push for division of Delhi Police during special session

Sources said during the session, the government may demand that an inquiry commission be constituted to look into the July 16 Anand Parbat murder case.

The special session of the House that was to take up the issue of women’s safety on Tuesday, might be adjourned following the death of former president Dr A P J Abdul Kalam. The House will take up the issue when it convenes again.

Sources said during the session, the government may demand that an inquiry commission be constituted to look into the murder of a 19-year-old girl at Anand Parbat on July 16. AAP MLAs may also demand certain amendments in the CrPC Act.

Sources said the MLAs will also push for the implementation of the late Justice J S Verma committee recommendations on reforms in police. MLAs will also be invited to give suggestions on measures to improve women’s safety in the capital.

Sources said MLA Jagdeep Singh is likely to demand the trifurcation of police. “One line of thinking within the government is that the Delhi Police can be trifurcated and distributed among the Centre, State and embassies. Every segment of police will have a separate role to play and there would be no confusion or overlapping of powers as well. International models of policing in capitals will also be discussed,” a source said.

The decision to hold the one-day special Assembly Session comes in the wake of a confrontation between the AAP government and police, with the former blaming the latter for the deteriorating law and order situation in the city. Chief Minister Arvind Kejriwal and Delhi Police Commissioner B S Bassi had met following the murder of 19-year-old Meenakshi.

Kejriwal even released an advertisement asking the Prime Minister to either devote time to review the functioning of the Delhi Police or hand it over to the Delhi government.

BJP MLA Vijender Gupta said the AAP government has made it clear that it will be demanding powers over police. “They have already released ads criticising police and the Centre, and this Assembly will be an extension of it,” Gupta said.

Meanwhile, sources said not all proposals passed by the Assembly may see the light of day as the Lieutenant Governor could turn them down. “The Assembly is on a reserved subject and Lt-Governor Najeeb Jung is likely to turn down the proposals pertaining to reserved subjects,” a source said.
