Speaker rejects BJP’s breach of privilege plea against Deshpande

Speaker Kagodu Thimmappa on Wednesday rejected the plea by BJP members, including the former Speaker K.G. Bopaiah, to allow them to table a breach of privilege motion against Tourism Minister R.V. Deshpande for announcing the State tourism policy outside the legislature when the Houses were in session.

The BJP members, in their petition on July 17, alleged that announcing the tourism policy outside the legislature when the session was on would amount to ignoring the legislature, which, in turn, would tantamount to breaching the privilege of the Assembly. They had contended that it was the duty of the Ministers to make any new announcements to the legislature first when it was in session.

However, Mr. Thimmappa, who verified various documents furnished by the Minister, rejected the complaint by the BJP members while observing that the announcement of the tourism policy was not entirely new as it was notified in March itself besides being hosted on the department’s website.
