To bring back scholars and professors settled in universities and institutions abroad, the State Cabinet on Monday has cleared a ‘Welcome Home’ proposal. This plan will ensure jobs in State-run universities and colleges to scientists, research scholars and professors if they return to Karnataka.
According to sources in the State Secretariat, the proposal will bring in talent to State universities and help enhance the quality of education.
In the wake of the alleged bribery scam in the Lokayukta, sources said the Cabinet has discussed a comprehensive Bill proposed by the State government to amend the Karnataka Lokayukta Act, 1984.
The Cabinet has also reportedly cleared a proposal on ‘Sahabhagitva’, a community participation scheme to be launched in government polytechnics, government colleges and universities.
A sum of Rs. 10 crore has been earmarked to provide grants proportionate to donations collected under the scheme.
It has also cleared a ‘Jnana Sangama’ scheme, which envisages higher quality education through ICT infrastructure facilities in educational institutions. Another scheme, ‘Swavalambane’, was also cleared; this will encourage entrepreneurship, skill development and IPR awareness among students.

The Cabinet has given an administrative approval of Rs. 79.94 crore, which would be utilised for providing basic facilities for pilgrims visiting the Sri Chamundeshwari temple at Chamundi Hills in Mysuru.
Sources said the Cabinet approved changes in the Karnataka Civil Service Rules for increasing reservation for women in government postings from 30 per cent to 33 per cent.
A sum of Rs. 60 crore was sanctioned to engineering colleges affiliated to Visvesvaraya Technological University, Belagavi, in Karwar, Raichur, Hoovinahadagali and Gangavathi.
A sum of Rs. 40 crore was sanctioned to the Karnataka Examinations Authority for implementing the ‘Abhayasa’ scheme in PU Colleges.
