An 11-member committee constituted by the Karnataka Pradesh Congress Committee has recommended formation of Greater Bengaluru Authority headed by Chief Minister Siddaramaiah for marketing ‘brand’ Bengaluru.

The committee headed by senior Congress leader B.L. Shanker submitted a report to the KPCC president G Parameshwara at the party office in Bengaluru on Thursday.

Sources in the KPCC told The Hindu that the committee recommended formation of the Greater Bengaluru Authority for chalking out mega plans for Bengaluru. The Authority would consist of principal secretaries and heads of Bangalore Development Authority (BDA), Bangalore Water Supply and Sewerage Board, (BWSSB), City Corporation Mayor, Bangalore Metropolitan Transport Corporation, Bangalore Electricity Supply Company (BESCOM).

The Authority would also consist of experts in various fields and a fixed number of City MLAs.

The Committee made wide-ranging recommendations for restructuring the BBMP wards and BBMP. It has suggested a III-tier system of administration in the corporation – ward, corporation (BBMP) and Greater Bengaluru Authority.

The committee was silent on division of the existing Bruhat Bengaluru Mahanagara Palike (BBMP). But, it has suggested the number of wards to be carved out in the event of splitting BBMP into three or five corporations.

On the lines of acts in Mumbai and Kolkota, the committee also recommended the necessity of having a separate act for Bengaluru. Currently, the city has been administered as per the Karnataka Municipality Act.
