While the state government conducted a statewide survey to identify out-of-school children, municipal corporations and government agencies in several cities and districts had asked surveyors to check on toilet facilities in households, with a separate form to be filled.
Some civic bodies that conducted toilet facilities survey simultaneously with out-of school survey were Pune Municipal Corporation, Bhiwandi-Nizampur Municipal Coporation and the Chandrapur municipality.
“The civic body conducted a survey to identify out-of-school children. Following instructions from the state government, we also checked toilet facilities in households. It is a major achievement as we complete two major surveys in a day,” Pune municipal commissioner Kunal Kumar said.

He added that the civic body would provide funds to families to build toilets. As per estimates, the number will be around 30,000. Most are in slums, in old areas and in wada, Kumar said. “The PMC has set a target of providing a toilet to every single family in the city by 2017,” added Kumar. While officials completed both surveys in Pune, Bhiwandi and Chandrapur witnessed protests by the surveyors citing overwork.”
“How can they expect us to conduct two surveys at a time, in 12 hours? We are worried about conducting this out-of-school survey in 12 hours and then they hand over another form on Saturday morning asking us to conduct a toilet survey. It is unfa”r,” said Vishwanath Birari, a teacher in a Bhiwandi school.
In Chandrapur some teachers and officials followed the civic body’s instructions and completed the toilet survey simultaneously. However, a majority of surveyors went to the municipal commissioner and mayor and refused to do a second survey”
“We received a representations from teachers saying they would protest. We did not force any teacher or official to conduct both the surveys and hence the second survey could not be conduct”d,” said Rakhi Kancharlawar, Mayor of Chandrapur city.
