Even as the state government has directed the implementation of Right to Public Services (RTPS) by July 27, the Pune Municipal Corporation (PMC) will start implementing from July 20 the citizens’ charter, which is aimed at ensuring time-bound civic services.
“PMC already has a citizens’ charter in place, so we would start implementing it with immediate effect. The civic administration would put up display boards in all civic offices for the convenience of citizens,” Municipal Commissioner Kunal Kumar said.
He said the civic body would create awareness among citizens about the RTPS so that they avail of its benefits.
“Time-bound services in the PMC is possible as the system is already in place. It is the civic staff that would have to deliver the service or face action,” Kumar said.

“All the civic departments would be made to strictly implement the citizens charter or Right to Service from July 20,” said Uday Tekale, Officer on Special Duty (OSD).
The PMC had prepared its citizens charter in 2010, but its implementation was not done strictly.
Of the 160 public services, the shortlisted ones that would be implemented under the Right to Public Services include issuing certificates of birth and death, no-objection certificates for fire safety in buildings, building construction permission, completion certificates, road-digging permission, water supply connections, registration of hospitals and shops with the civic body.
MNS leader Bala Shedge urged the municipal commissioner to make necessary arrangements in all civic offices to ensure that the citizens avail its benefits. “Citizens should also be made aware as to where to appeal if there is failure to get the time-bound civic services,” he said.
The appeal has to be made within 30 days and a penalty of Rs 5,000 can be imposed by the designated officer on the civic staff failing to provide service on time. If unsatisfied, the applicant can file second appeal with the designated officer.
PMC has also prepared an office process manual that defines the responsibilities for each service at various stages and no one can shrug off the responsibility for any delay or mistake in providing service to citizens.
