Implement schemes, not just announce them: Kagodu

Karnataka Legislative Assembly Speaker Kagodu Thimmappa did not seem very happy with the implementation of Government welfare schemes in Karnataka and would like to remind the Ministers over the slow progress of schemes during Monsoon Session, which will commence in Belagavi from Monday.

Briefing the Legislature Assembly’s agenda for the next 20 days, Mr. Thimmappa, said the schemes should not remain on paper and Ministers should give more attention to the implementation of schemes and delivery of services.

Schemes such as ‘Bhoo Chetana’ for increasing soil fertility in dry regions, crop loans at zero per cent rate of interest, and implementation of the Forest Act, 2006, for providing rights of forest-dwelling communities to land and other resources have not reached the needy. Several cooperatives have been denying crop loans for farmers who have not borrowed loans last year. The cooperation department would be asked to issue a circular to grant loans to all eligible farmers, the speaker said.

“It is better to implement fewer schemes than announce too many and implement few,” the Speaker said.

BILLS

A total of four Bills would be passed and two would be introduced during the session. The Bills to be passed by the House are: The Karnataka Molases Regulation BILL, 2014; The Bangalore Water Supply and Sewerage (Amendment) Bill, 2015; The Karnataka Land Reforms (Amendment) Bill, 2015; and The Karnataka Land Revenue (Amendment) Bill, 2015.

The Bills to be introduced in the house are The Karnataka State Universities (Amendment) Bill, 2015 and The Karnataka Professional Educational Institutions (Regulation of Admission and Determination of Fee) Bill, 2015.
