MLA Rafiabad, Yawar Dilawar Mir has hailed Wold Bank (WB) for approving much needed Rs 1600 crore financial assistance to J&K for reconstruction of its flood hit infrastructure, hoping that the Centre will out of its own resources also provide liberal assistance to the state to rehabilitate all the genuine families and business establishments effected by the devastating September 2014 deluge. In a statement issued today, Yawar Dilawar underscored the urgency of rehabilitating flood victims without any further delay and has enjoined upon the leadership of both PDP-BJP coalition to jointly impress upon the center to immediately sanction an adequate rehabilitation package in favor of the state that could help rejuvenate state’s shattered financial health and would suffice all the requirements to the best satisfaction of the flood victims. He also hailed the statement of Chief Minister Mufti Mohammad Sayeed in this regard   that: “I will not rest till all the flood victims are rehabilitated”.

Yawar Dilawar exuded confidence that the state administration would soon start reconstruction process of the flood ravaged roads and bridges under the dynamic leadership of the Minister of PWD (R&B), Syed Muhammad Altaf Bukhari with a proposed allocation of Rs 480 crore out of the total Rs 1600 crore World Bank assistanceYawar Dilawar Mir also hailed the state administration for its proposal to put in place a robust Urban Flood Management System (UFMS) at a cost of Rs 300 crore to deal with any exigency due to floods in future. He said though increasing absorption capacity of all the water bodies and flood channels is pe-requisite to contain September 2014 flood like situation. He said all the cities and towns of the state particularly the Srinagar city needs scientific based UFMS because the previous regimes have never given serious thought to this basic need to update the civic facilities. “Unless a robust urban drainage system is put in place in all the cities and towns of the state, one can’t imagine any tangible improvement in the basic civic amenities,” Yawar Dilawar maintained.
