EC teams to audit electoral rolls in Bihar

The E-Roll Auditors shall tour the state in three phases starting June 8 to 13. The second phase will last from June 14 to July 15, and third phase from July 16 to 31.

In a bid to ensure quality of electoral rolls, compliance of statutory provisions and guidelines for roll management, the Election Commission of India (ECI) is sending four teams of E-Roll Auditors to Bihar from Monday. Each team of auditors will consist of six officers and will conduct audit in all 38 districts in the state, where assembly polls are due this year, by July 31.

During their field visits, these teams have been mandated to carry out detailed study of the electoral rolls, including removal of duplicates, correction of names, distribution of electoral photo identity cards (EPIC) and disposal of various forms submitted to the electoral registration officers (EROs) by voters.

These teams will meet local citizens and representatives of political parties and hear their grievances, suggestions and receive written complaints, if any.

The E-Roll Auditors are being sent to Bihar as a part of the Commission’s newly-constituted Regulatory Audit Division (RAD). The ECI has constituted RAD with a view to improve quality of electoral rolls and to detect specific instances of non-adherence of ECI guidelines, or legal provisions, by the field machinery.

The ECI had approved the schedule for special revision earlier, with January 1, 2015 as qualifying date in Bihar. As part of the schedule, the draft electoral rolls in the entire state were published on May 15, and claims and objections can be filed till June 13. The revision of electoral rolls will culminate on July 31.
