Abuse victim reluctant to file charges vs. Carmona cops


Abuse victim Marlon Man-onan on Wednesday had a change of heart regarding filing charges against his abusers, all members of Carmona police in Cavite province, a report on “24 Oras” said.

The report showed Man-onan stopping in the middle of filing his affidavit several times and declaring that he would rather forget what he suffered through in the hands of Chief Inspector Jigger Noceda, former chief of Carmona police, last January.

"Hindi na po natin idi-demanda. Wag na lang, 'di na po ako magdi-demanda," he said.

Man-onan said filing the case may put him and his family in danger despite protection from the Commission on Human Rights (CHR), which is helping him pursue the case.



Lawyer Gilber Boiser, CHR director in the National Capital Region (NCR), said the commission can file the case itself but it would be a weak case without Man-onan affidavit.

"Kunan namin ng salaysay then we will investigate the case, maghahanap pa rin kami ng ibang testigo or whatever para lumakas ang ating charges," Boiser said.

Man-onan will still remain under CHR's custody should he press on with the charges. He had earlier expressed disinterest in filing charges against Noceda and arresting officers PO2 Danilo Ang and PO1 Bernard Amadure.

A video that went viral on social media showed Noceda whacking Man-onan's hands with a thick piece of plywood while Ang and Amadure looked on. Man-onan was arrested for alleged theft.

Cavite police already found probable cause against Noceda and recommended a pre-charge investigation against him. —Rie Takumi/KBK, GMA News
