Kin will no longer press raps as alleged snatcher in torture video has moved on


(Updated 8:55 a.m., May 26) The family of an alleged snatcher who was allegedly tortured while in detention has said that they will no longer file charges against the police officers who hurt their loved one.

According to Marlon Man-onan's stepmother Lorna, the alleged snatcher has already put the incident behind him.

"Naka-move on na 'yung bata. Normal na ang trabaho niya," she said.  

But since the video was released, Man-onan has yet to come home out of fear.

He was the suspect hit by former Carmona police director Chief Inspector Jigger Noceda in a video sent by a concerned citizen to the Cavite Police last week. The incident allegedly happened in January.

Also seen on the video were PO2 Danilo Ang and PO1 Bernard Amadure, both of whom looked on as Noceda manhandled the suspect.



Although the family will not file a case, the Philippine National Police (PNP) said it would still push through with the investigation.

"Ang complainant dito ay Internal Affairs Service (IAS), kami na ang tutuloy sa kaso kahit wala na ang kamag-anak," said Cavite Provincial Police Office IAS Supt. Angel Cariaga.

"Maaari ring may pananagutan ang hepe, may hawak sa desk officer. Bakit hindi nila blinotter? Pero titignan natin kung gaano ang kanilang na-violate sa PNP," he said.

The Commission on Human Rights (CHR) has also visited the family and said that it could offer protection for Man-onan.

CHR also went to the place where the alleged torture happened and wondered why the incident was not recorded.

CHR Investigative Officer Jun Nalangan said they hope that Man-onan would surface so that he could shed light on the wrong practice done by some police officers.

The Cavite PNP said on Friday that it had found probable cause against Noceda and two other policemen in the video.

The OIC of Carmona police Chief Inspector Rey Ochavo who replaced Noceda was also tasked to look for Man-Onan and get his affidavit. —Trisha Macas, Ian Cruz, and JP Soriano/NB/KG, GMA News
