Jakarta introduces non-cash payments for KJP holders

T

he Jakarta Education Agency in cooperation with Bank DKI has introduced a non-cash payment system to replace the previous cash withdrawal system for students receiving Jakarta Smart Card (KJP) funds for effective and efficient spending.

The funds, which see an increase this year, will be disbursed every semester, with withdrawal amounts at ATMs being limited every week to Rp 50,000 (US$3.80) and the remainder accessed through a non-cash payment system.

"So they can't just withdraw all of the funds. In the last few years, funds were withdrawn in full, often for non-educational spending like buying cell phones," said Bank DKI director Eko Budiwiyono at SMK 56 vocational school in Pluit, North Jakarta, on Thursday.

The funds will be divided into routine budgeting, such as cash for transportation and lunch money, and monthly budget, which will be for books and school fees and available only in the form of non-cash payment.

Funds for school fees at private schools can also be paid by auto-debit through the bank.

Eko said the use of ATMs would ease the number of people lining up at Bank DKI branches to access the funds.

"They can just go to an ATM machine, instead of to the bank with family members," he said.

This year, the administration has allocated Rp 1.91 trillion from the city budget for the Jakarta Smart Card program, with an additional Rp 391.39 billion for new students, an increase from the 2014 allocation of Rp 668.66 billion.

Eligible elementary school recipients will each receive Rp 210,000 per month this year, up from Rp 180,000 last year, while junior high school students will each receive Rp 260,000, up from Rp 210,000.

High school and vocational school students will see an increase to Rp 375,000 and Rp 390,000 per person, respectively, from the previous year's Rp 240,000. (fsu)(+++)
