‘Govt. has wicked plans for acquired land’

The farmers of Capital Region took to streets to protest against the State government decision to constitute Capital City Development and Management Company (CCDMC).

Staging a dharna, under the aegis of CPI(M) city unit, in front of AP Capital Region Development Authority (CRDA) office here on Monday, the farmers contended the government had wicked plans to hand over the lands to private people on 99 years lease. The government made it ample clear in GO 110 that it would allot the developable spaces and land underlying to the private people, they pointed out.

“Why should we part out our lands, if the government has intentions to hand it over to private people? ” asked G. Anjaneyulu, a farmer from Undavalli. The farmers would not be benefited with this move, he said.

80-year old N. Koteswara Rao, a farmer from Abbarajupalem, said that he was disturbed with the latest developments. Mr. Rao has already received first cheque towards crop compensation and annuity. “Now, I have second thoughts on government’s sincerity, and decided to mobilize fellow farmers against the evil designs of the government,” he said.

CPI(M) city secretary Ch. Babu Rao, who addressed the gathering, said that the government revealed its true colours by proposing establishing the CCDMC. The government was doing real estate business under the garb of Capital city. No government handed over the construction of a Capital city to private firms. The people were looking for a people capital, he added.

The government issued GO 109 on May 2 establishing CCDMC-a special purpose vehicle (SPV) with a paid up capital of Rs.10 crore under the Companies Act, 2013, for the development, implementation, operation and management of Amravathi, new Capital city. Municipal Administration and Urban development Principal Secretary is Executive Chairman of the Company, AP CRDA Commissioner is one of the directors. Principal Secretaries of Finance, Energy, T, R&B, Infrastructure departments are other members. Four persons from industry would be selected and posted as independent directors.

The government in GO 110 issued on May 2, detailed powers and functions of the CCDMC.

Preparation of Detailed Development Plan for the Capital city based on the master plan; collection of development charges from private developer; allot space to private parties, raise financial resources from market besides government funding are some of the duties.
