MMRDA wants you to Make in Oshiwara, offers more FSI, help

In keeping with Chief Minister Devendra Fadnavis's thrust on developing more business districts in the city, the Mumbai Metropolitan Region Development Au thority (MMRDA) is now planning systematic development of Oshiwara in Andheri (W) on the lines of the Bandra Kurla Complex.
To lure infrastructure developers, the civic body will be giving more floor space index (FSI) for commercial construction, build more roads and widen existing ones. It has also allocated 102 hectares of land and is planning to spend Rs 67 crore on enhancing civic facilities.

According to its website, MMRDA has so far acquired and leased back 22.39 hectares, which is barely a fifth of the project area. The arterial Ram Mandir Road is set to be widened, and 3,520 metres of road will be laid as well.

Better storm water disposal and sewage systems and new water connections are being planned as well. Of the Rs 67 crore allocated, development works worth Rs 37 crore are already underway, officials said.

“Unlike the BKC where the MMRDA owns land, most of the land in Oshiwara is occupied. The civic body is the planning authority for 102 hectares. Of this, 32 hectares is already developed under Slum Rehabilitation Authority schemes. Nearly 19 hectares is encroached upon, but we are asking people to come forward and develop the remaining land,“ a senior MMRDA official said.

He added, “As per SRA norms, developers can get an FSI of 3, but we will give an FSI of 4 for commercial parks and establishments and 3 for residential. Developers will have to get their plans sanctioned by us. The civic body will get revenue, and there will be planned development as well.“

The proposal to grant increased FSI for commercial development is awaiting final clearance from the state Urban Development Department.

While MMRDA has been the planning authority for Oshiwara since 1992, lack of government interest in developing it led to substantial portions of land being encroached upon over the years. Things took a turn for the worse when these encroachers approached the SRA, and unplanned clearances were given for SRA projects.

Adding to the infrastructure is a bridge the BMC is building over the Western Railway connecting the Western Express Highway and SV Road, which will connect Oshiwara to many areas in the eastern and western corridors. The bridge project, though, has been hindered by slums at both approaches.

At a recent meeting, Railway Minister Suresh Prabhu stressed on the bridge project being completed at the earliest, following which. BMC additional commissioner SVR Srinivas is personally looking into it.
