Ex-MLA Rao Dhan Singh, 9 others booked for land fraud

Former Congress MLA from Mahendragarh and chief parliamentary secretary, Rao Dan Singh, his son Akshat and a woman IPS officer have been booked, along with seven others, for allegedly duping a Chandigarh-based man of Rs 60 crore by selling him farmers’ land in Gurgaon, using forged documents.

GURGAON: Former Congress MLA from Mahendragarh and chief parliamentary secretary, Rao Dan Singh, his son Akshat and a woman IPS officer have been booked, along with seven others, for allegedly duping a Chandigarh-based man of Rs 60 crore by selling him farmers’ land in Gurgaon, using forged documents.
Two cases have been registered at the Palam Vihar police station and one at the Badshahpur police station, police said on Saturday.
Former MLA of Samalkha, Dharm Singh Chhoker, has also been named in the complaint.
The complainant, Umed Singh, has claimed that Rao and others used forged documents to sell him three plots in sectors 68, 110 and 113 of Gurgaon. He has alleged that Rao, who was then the chief parliamentary secretary and had the department of town and country planning under his command, had lured him to invest in housing projects.
“My client wanted to open a college in Mahendergarh and Gurgaon. But Rao and others offered him support to start a real estate business. They helped my client in two to three deals and took over Rs 60 crore as earnest money after providing him details of where the housing projects would come up. They had claimed that these plots were in their possession,” Umed Singh’s lawyer K D S Hooda told TOI.
Hooda said that Rao had promised to help Singh obtain ‘no-objection certificate’ (NOC), change of land use (CLU) and other clearances so that he could start the projects.
“They finalized the deal for more than 10 acres of land in sectors 110 and 113 but when my client visited the allotted land, he found that the plots were in possession of local farmers. They told Singh that though they had signed an agreement with Rao and his accomplices, those had been terminated,” Hooda said.

Based on Singh’s complaint, two FIRs were registered at Palam Vihar against Rao Dan Singh, his son Akshat, his chartered accountant D P Judega, the director of a realty firm, Sidharth Chauhan, IPS officer Amita Roy and Randhir Singh.
Another case was filed at the Badshahpur police station. Former Samalkha MLA Dharm Singh Chhoker, directors of Maharaja Build Estate, Virender Verma and Surender Verma, and their chartered accountant Naresh Garg have been named in the FIR.
“All three cases have been registered under sections 420 (cheating), 120b (criminal conspiracy) and the Prevention of Corruption Act against the accused. Investigation is going on”, said Gurgaon Police commissioner Navdeep Singh Virk.
Rao Dan Singh remained unavailable for comments despite repeated attempts. Chhoker, on the other hand, denied being involved in any such deal. “I have nothing to do with the dealings,” he said.
